NATIONAL AGENCY OF PUBLIC DEBT

The National Agency of Public Debt the senior body of the Ministry of Economy and Finance which regulates the National System of Debt, and is in charge of programming, budgeting, regulating, negotiating, recording, controlling, counting and coordinating the approval of the public debt operations and debt administration operations, as well as being in charge of debt operations of the national government, carrying out related operations for prudent administration of the debt, acting as the financial agent of the national government, and preparing and publishing statistics on the public debt. It depends on the Vice Minister of Treasury.

General Functions:

  • Conducting the programming, consensus and disbursement of the debt operations of the national government and backing or guarantees.
  • Proposing the policies and establishing the regulations and procedures related to the public debt in coordination with the bodies regulating the systems, which compose the financial administration.
  • Registering the debts of the entities and bodies of the public sector.
  • Supporting the service of the debt of the National Government.
  • Developing the administration of liabilities.
  • Acting as the only financial agent of the National Government, and delegating specific financial management to other entities of the State by means of a Resolution of the Ministry of Economy and Finance.
  • Evaluating and negotiating foreign debt operations.
  • Ensuring compliance of rights and duties of the Central Government, resulting from public debt operations and all related operations to the administration of the debt.
  • Other functions assigned by the Vice Minister of Treasury.
